We all know that there are a lot of rules for drivers and Carriers, and if you don't follow the MTO and FMCSA, you could be shut down. We can keep your business from getting into legal problems by giving your fleet strategy consulting services that help it follow the law.
First things first, DQ Files: The Federal Motor Carrier Safety Administration considers the process of hiring drivers to be a crucial element in building and maintaining a safe carrier operation. An extensive review of a candidate's driving history can weed out unsafe drivers from ever driving for your company or pinpoint areas where further training could correct bad driving habits before they negatively impact your business. The Federal Motor Carrier Safety Regulations spell out the basic requirements and paperwork that must be presented when hiring a driver. The process of putting together these papers is called the Driver Qualification (DQ) file. The following steps are what we do to help our clients hire the right people:
A big part of the orientation process is the first training, which focuses on areas that cost money, like pre-trip and post-trip checks, break adjustments, training for dangerous goods, winter driving, defensive driving, and more.
It includes all on-going training, such as regular safety meetings, specialized training, and any other training that may be required.
Online Driver Training & Safety Meetings:
HOS requirements, vehicle inspection overviews, cargo security, safe winter driving, and general operating authority criteria are covered in these meetings. All meeting criteria can be tailored to your business. Knowledge verification testing for all safety meeting training components will be recorded in driver files as proof of training.
The Federal Motor Carrier Safety Administration (FMCSA), along with the Department of Transportation (DOT), requires that, Motor carriers employing drivers with CDLs must establish a drug and alcohol testing program. This program entails testing drivers for illegal substances and alcohol levels at different stages of employment:
We assist clients by directly setting up their accounts with a consortium and enrolling them into a random program. Direct setup with the consortium offers benefits to clients, as they can bypass third-party involvement and save associated costs. Additionally, since the consortium we utilize operates across multiple locations in Canada and the US, we can schedule drug tests at the closest locations to drivers.
Drug & Alcohol Clearinghouse: The Drug & Alcohol Clearinghouse records commercial driver drug infractions nationwide. Drug and alcohol testing infractions and return-to-duty records are recorded and searched using the Commercial Driver’s License in this online database. Before hiring new CDL drivers, FMCSA requires businesses to check for drug and alcohol infractions that may ban them from driving. The FMCSA requires employers to record these queries and may seek them during an audit.
Employers must run two queries:
Full or Pre-employment Query: This query shows a driver’s full record, including drug and alcohol offenses and return-to-duty status.
Limited or Annual Query: The limited query checks the clearinghouse for driver information.
Drug and Alcohol Clearinghouse guidelines require employers to organize their processes. It can be overwhelming if you have a large fleet because you must follow all the stages, including:
We will handle all Drug & Alcohol Clearinghouse paperwork and management.
After an employee fails a DOT drug test, the employer must immediately take them off any safety-sensitive tasks. The employee then needs to go through the Return-to-Duty (RTD) process successfully. This is a must before they can go back to safety-sensitive duties, whether it’s with their current employer or a future one.
The process begins with an evaluation where the employee meets face-to-face with a SAP. SAPs are clinical professionals specialized in addiction diagnosis and treatment, recognized by the DOT and maintaining professional credentials.
The SAP recommends treatment options or educational opportunities during the evaluation. After completing treatment, the employee meets with the SAP again, who determines if they’re fit to return to work. Ultimately, it’s up to the employer to decide whether to bring the employee back.
We assist by arranging for drivers to meet with a SAP and guiding them through the RTD process, including scheduling RTD Drug Tests.
What is CVOR Safety Rating System:
The CVOR (Commercial Vehicle Operator’s Registration) system is a crucial tool that keeps track of carriers’ records for a period of 2 years.
On your CVOR Level 2, you will find important details about carriers, such as:
The Ministry of Transportation (MTO) evaluates carriers based on violations, collisions, inspections, convictions, and facilities audits.
Why Does the CVOR System Matter?
The CVOR system is vital for carriers as it helps them stay informed about their compliance status and any areas needing improvement.
The CVOR rating impacts both your ability to operate and your insurance costs directly. Insurers look at a company’s safety record to set prices. By getting better CVOR scores, companies can pay less for insurance and make more money.
How can we assist you in maintaining your CVOR Safety Rating?
We keep a close eye on how your company is doing with safety and following the rules. We check your CVOR or CSA rating often to see if there are more or fewer violations happening. This helps us see if there’s a problem and fix it. For example, if we notice more violations, we look into why and then take steps to make things better. This might mean giving extra training, checking equipment, or changing how things are done. By doing this, we make sure your company stays safe and follows the rules.
Compliance, Safety, Accountability—CSA. FMCSA safety, compliance, and enforcement program identifies high-risk commercial motor carriers. Carriers receive points depending on the frequency and severity of DOT number violations and accidents on a 0–100 scale.
While there is no formal definition of a “good” CSA score and no minimum point total that determines when the FMCSA will intervene, your CSA score can positively and negatively impact your business. Some of the main ones:
Maintaining CSA scores requires safer, more compliant business practices. For safety performance and compliance improvements, we may examine your business’s options.
ELD monitoring tracks drive time and Hours of Service (HOS) compliance, allowing for accurate and automatic recordkeeping, as well as efficient fleet management. With the ELD Mandate, what was once kept in paper logs is now safely secured in ELDs. Being ELD compliant is essential, as ELD can improve safety and compliance by helping reduce accidents, so you can avoid fines, lower your insurance costs, and avoid legal fees. We would track ELD system regularly to see how drivers are doing on the road and address HOS issues when any violation occurs.
Auditing driver logbooks each month can alert you to violations or reporting errors, allowing you to correct the problem in the future. Failure to keep complete records, violating Hours-of-Service regulations, or falsifying logbooks can result in thousands of dollars in fines and being placed out-of-service. Our driver hours of service logbook auditing services include:
What IFTA is & how it works?
The International Fuel Tax Agreement, or IFTA, is like a teamwork deal between 10 provinces in Canada and 48 states in America. It helps truckers who drive between these places to deal with fuel taxes more easily.
If a trucker is registered under IFTA, they can get one special license from their home province or state. With this license, they can drive between 10 provinces in Canada and 48 states in America and pay all their fuel taxes to just one place, instead of dealing with each province or state separately. So, it’s like having one-stop shopping for fuel taxes, making things simpler for truckers who drive across different areas.
You need to submit your IFTA fuel reports four times a year, which is:
What kind of information needs to be reported for IFTA?
You have to send in an IFTA report showing how many miles you drove and how many gallons of fuel you bought. This report decides if you owe more tax or if you get a refund. Your home state’s IFTA office will handle any refunds or taxes owed.
Whom do you report the fuel tax to?
You submit your fuel tax to your home province. For instance, if your business is registered in Ontario, you’ll file your fuel tax with the “Ministry of Finance” in Ontario. Additionally, if you hold permits in states like Kentucky, New Mexico, New York, or Oregon, you must also report to these states. Neglecting to do so could result in the cancellation of your permits in those states.
How Global Permits Can Assist with IFTA Filing?
We ensure full compliance with the International Fuel Tax Agreement (IFTA). We ensure your fleet’s fuel and distance data accuracy, timely submission of IFTA fuel tax and weight distance tax returns and maintain comprehensive records to safeguard you during audits.
What is IRP apportioned plates?
If you drive your trucks outside of your home province, such as being based in Ontario and traveling beyond its borders, you’ll need what’s called IRP plates. These plates are required for traveling outside your province.
What is IRP plan?
The International Registration Plan (IRP) acts as an agreement between U.S. states and Canadian provinces. It allows truckers to pay fees based on how much they drive in different places.
One interesting thing about this plan is that you can drive in any U.S. state or Canadian province without needing a permit for each place. You just need one special card and one set of plates, and you’re all set to go wherever you want in these areas.
We use our expertise and quickly handle tasks like setting up new fleets, adding new trucks, transferring ownership, adjusting weights, and renewing your fleet.
For owner-operators and other drivers, inspections are a part of the job. The main goal of a roadside inspection is to check the safety of the business motor vehicle and its driver right there on the spot.
The inspector will give you an inspection report at the end of the inspection and explain any complaints or problems that were found. A copy of the form must be kept by the motor carrier for one year.
We keep an eye on the company’s CVOR and SMS status all the time. It helps to keep an eye on the CVOR or CSA grade to see if the number of inspections and violations goes up or down. This kind of information is very helpful for finding safety problems and figuring out the exact steps that need to be taken to fix them.
There are terrible things that can happen in truck crashes, both for the people involved and for the company that owns the truck. Some accidents must be reported to the DOT and have a direct effect on a trucking company’s safety grade.
For a DOT crash to be recordable, these things must be true:
Depending on how bad the accident is, it could cost your business a lot of money. They can (and often do) get in the way of your work and efficiency, which can cause big delays. This can then directly affect the due dates of your client or customer. A good system for investigating and reporting accidents will help to settle them more quickly. So, making accident investigation and reporting a top priority is a must if you want to cut down on expensive accidents and avoidable collisions, which will improve operations.
To hire someone to drive for you, it is very important that you do your research and find out about their past driving records before they start working for you. Your drivers are also carrying the name of your business, and how they act on the road will say as much about you as it does about them. According to a driver profile, we can find out the following about the driver: their name, address, license number, issue date, etc; the current state of their driver’s license; and any convictions or demerit points they have.
A full maintenance program for all vehicles is important for any trucking business because it shows that vehicles follow the rules.
The carrier must still show that the tractor and/or trailer followed a written maintenance plan. All records of maintenance are important proof, and we use a database to mark vehicles that need repair and keep track of the work that has been done.
